ABOUT US

M.C.S. Consulting and Implementation specializes in working with municipalities within the Commonwealth of Pennsylvania.  With limited budgets and mounting priorities in municipal government, many municipalities do not have the adequate personnel, time, or resources to implement changes in their delivery of public safety.  Not only will M.C.S. Consulting and Implementation provide customized and comprehensive Management Studies but will assist in the execution of the recommended service options, policy recommendations or staffing changes.   

 

Many smaller municipalities cannot afford to provide a stand-alone, municipal police department - but wish to explore police service options. M.C.S. Consulting and Implementation will work with the municipality to help explore those options and bring the best police services to the community, keeping in mind the financial limitations of each community.  Whether a municipality decides to contract police services from another municipality, regionalize police services, obtain services from the Pennsylvania State Police or a combination of solutions, M.C.S. Consulting and Implementation will assist in the coordination and implementation of those solutions.

 

Determining proper staffing levels, hiring and promotional processes are time consuming and, often, take staff away from their normally assigned duties to assist with the process.  M.C.S Consulting and Implementation can assist in Entry Level and Promotional Oral Board processes and, provide customized Written Examinations for the promotional process based on your municipality’s Standard Operating Procedures, department protocols, Pennsylvania Vehicle Code / Crimes Code and additional Leadership texts and publications.  The written examination is customized for each municipality to assist in finding the right candidate for the position.  

 

M.C.S. Consulting and Implementation is committed to working with each municipality to find the right solution - Management, Personnel, or alternative Public Safety options - moving improved municipal police services from concept to reality.

David A. Mettin - President / Lead Consultant

 

David Mettin began his municipal law enforcement career in 1987 working with the Doylestown Township Police Department, rising to the rank of Sergeant.  During his service at Doylestown Township, he was placed in charge of departmental training and scheduling and had received numerous commendations for service and earned the Bucks County Police Officer of the Year Award.

In 2002, David earned the position of Chief of Police for the Pennridge Regional Police Department where he oversaw department operations, budgets, cost analysis and ensured equitable services relative to municipal costs.  He became well versed in cost analysis, cost sharing, staffing formulas and managing state and Federal grants.

 

In 2014, Chief Mettin earned the opportunity to consolidate three municipal police departments in Northampton County, forming the Slate Belt Regional Police Department.  As a consultant, then Chief of Police, David was placed in charge of the consolidation of personnel and equipment, creation of policy and rank structure as well as staffing and insurances for the new department.  Chief Mettin created a startup budget for the department, applying cost distribution formulas while obtaining and managing state and Federal grant funding.  Chief Mettin staffed the department with new and seasoned officers, creating testing and evaluation processes for entry level and supervisory positions.  Chief Mettin left his mark with the department by earning accredited status for the department through the Pennsylvania Law Enforcement Accreditation Commission.  Chief Mettin currently leads the Plumstead Township Police Department, an accredited municipal police agency in Bucks County Pennsylvania.  

 

David has worked as a consultant with the Department of Community and Economic Development, Governor’s Center for Local Government Services since 2017, completing numerous police management and consolidations studies.  David focuses on the analysis of personnel, departmental functions, budgets, policy and overall efficiency of the departments studied while understanding the impact on local municipal budgets and the impact to communities.  David is well versed in the hiring and promotional processes, creating oral and written examinations throughout his career.

 

David has held many positions throughout county, regional and State Chiefs of Police associations and holds a Bachelor’s degree from Temple University and a Master’s Degree from St. Joseph’s University.  David is a 203rd Session graduate of the FBI National Academy in Quantico Virginia and has taught in the police academy setting, undergraduate Criminal Justice classes, and leadership training programs.
